Individual permit holders must use MPCA's e-Services to:

  • apply for reissuance, when permits are expiring.
  • apply for administrative amendments to individual permits.
  • terminate permits.

Non-e-Service applications for the above actions won't be accepted unless there is an approvable request for confidentiality. Email AQApplicationFormsRequest.pca@state.mn.us to request the paper application forms. At this time, only permit termination is available online for registration, capped, or general permit holders. All permit holders must use MPCA e-Services to terminate permits.

For non-e-Service applications, submit the applicable forms below on paper (two complete copies), or on a USB drive (preferred) or compact disc in PDF format. Emission calculations must be in an editable spreadsheet, even with paper applications. Include a paper copy of signed forms (an original signature is required) and a check for any fees.

Air permit application assistance

For questions about applicability (for example: “I think this rule applies but I’m not sure,” or “I don’t think I need a permit for this, but I’d like the MPCA to confirm that,”) you can submit a request for an applicability determination (form CH-16); include all of the information requested. MPCA staff cannot provide determinations over the phone, or without all of the necessary documentation.

A pre-application meeting is an opportunity to meet with program staff to talk about an upcoming project and what the permitting needs might be. MPCA can’t provide official applicability determinations during these meetings, but can provide feedback on timelines, specific program components to look at, and MPCA processes. Facilities that are a “mercury source” as defined by Minnesota rules and emit more than 3 pounds of mercury (or 5 pounds for industrial boilers) may be required to complete a mercury reduction plan.

Small business assistance: Contact the Small Business Environmental Assistance Program for help determining if you need a permit, or the type of permit you need.

Application shield: If you submit a timely and complete permit application, you won't be penalized for operating without a permit before it is issued. This protection doesn't apply to applications for permit amendments. If the MPCA requests additional information to process your application and you don't respond by the deadline, this protection may be lost.
