All permit holders must use MPCA's e-Services to:
- apply for reissuance when individual permits are expiring.
- apply for administrative amendments to individual permits.
- terminate permits.
Non-e-Service applications for the above actions won't be accepted unless there is an approvable request for confidentiality. Email AQApplicationFormsRequest.pca@state.mn.us to request the paper application forms.
Part 70 permit holders must request facility-specific information for reissuance by emailing pt70info.pca@state.mn.us with the subject line “Request for Reissuance Materials.” Include the facility permit number, permit expiration date, and the name, phone, and email of the facility contact.
As of September 2024, registration, general and capped permit holders can also use MPCA’s e-Services for administrative changes to ownership, facility name, and owner or operator name. Registration permit holders may use this e-Service for relocations in certain situations. In September 2025, these permit holders will be required to use e-Services for administrative changes and paper requests will be denied.
For non-e-Service applications, submit the applicable forms below on paper (two complete copies), or in PDF form on a USB drive (preferred) or compact disc. Emission calculations must be in an editable spreadsheet, even with paper applications. Include a paper copy of signed forms (an original signature is required) and a check for any fees.
Air permit application assistance
For questions about applicability (for example: “I think this rule applies but I’m not sure,” or “I don’t think I need a permit for this, but I’d like the MPCA to confirm that,”) you can submit a request for an applicability determination (form CH-16); include all of the information requested. MPCA staff cannot provide determinations over the phone, or without all of the necessary documentation.
A pre-application meeting is an opportunity to meet with program staff to talk about an upcoming project and what the permitting needs might be. MPCA can’t provide official applicability determinations during these meetings, but can provide feedback on timelines, specific program components to look at, and MPCA processes. To request a pre-application meeting, contact Dick Cordes at 651-757-2291 or richard.cordes@state.mn.us.
Application checklists
Your application will be reviewed for completeness. If mandatory information is missing, the application will be returned. Use our checklists to ensure you've included all the requirements.

If the MPCA requests additional information to process your application and you don't respond by the deadline, this protection may be lost.
Official MPCA determination: Submit Form CH-16 to obtain an official agency determination (applicability determination) on whether you need a permit or permit amendment, or how a specific rule or permit condition applies.
