To help make your e-Service submittal go as smoothly as possible, below are some things you'll need to have ready before you begin.

You will also need facility-specific information from MPCA's permitting database. To obtain this information, email pt70info.pca@state.mn.us with the subject line “Request for Reissuance Materials.” Include the following:

  • Existing facility permit number
  • Date of expiration of the existing permit
  • Name, phone number, and email of facility contact person (such as the designated permit contact person or responsible official; this is not the facility's consultant)

The necessary information will be e-mailed to the facility contact person, typically within five business days.

New source review determination

You will need to know if your project includes modifying, debottlenecking, replacing, or adding sources of emissions. You will also need to know if you are one of the 28 listed source categories on form CH-04. You will need to choose each category that applies to your facility.

Major source

You will be directed to this screen if you answered yes to a question on the New Source Review Determination screen in terms of either modifying/debottlenecking/replacing or adding an emissions source and if you are currently permitted as an existing major source under New Source Review. This screen asks for the information requested on the CH-04a form.

Minor source

You will be directed to this screen if you answered yes to a question on the New Source Review Determination screen in terms of either modifying/debottlenecking/replacing or adding an emissions source and if you are currently permitted as an existing minor source under New Source Review. This screen asks for the information requested on the CH-04b form.

Emission units

Review and, if necessary, edit the details for each emission unit you indicated you were modifying/replacing/debottlenecking on the earlier major or minor Source screens. Enter information about any new emissions units that are included in your amendment. Some fields are new in Tempo, specifically: engine use and displacement, CSAPR, and electric generating capacity. This screen asks for the information requested on the GI-05B form.

Storage tanks

Review and, if necessary, edit the details for each storage tank you indicated you were modifying/replacing/debottlenecking on the earlier Major or Minor Source screens. Enter information about any new storage tanks that are included in your amendment. This screen asks for the information requested on the GI-05C form.

Fugitive sources

Review and, if necessary, edit the details for each fugitive source you indicated you were modifying/replacing/debottlenecking on the earlier Major or Minor Source screens. Enter information about any new fugitive sources that are included in your amendment. This screen asks for the information requested on the GI-05D form.

Major amendment determination

This screen asks for the information requested on the CH-03 form.

Action type determination

This screen asks for the information requested on the CH-08 form.

Insignificant activities

You'll see this screen if you indicated that you need to make changes to your insignificant activities. Note if your facility has any insignificant activities as described by Minn. R. 7007.1300, subp. 3 or 4 or by Minn. 7008.4100 or 7008.4110.

Control equipment

Review and, if necessary, edit the details of control equipment at your facility. This screen asks for the information from the GI-05A and CD-05 forms. Depending on what you enter here, you may need to upload hood documentation.

Control equipment associations

Review and, if necessary, edit the relationships between control equipment and other subject items at your facility. Indicate if controls are operated in series or parallel, and what percent of the emissions are routed to each controlled stream. This screen asks for the information requested on the GI-05F form.

Stacks and vents

Review and update the parameters for each stack/vent at your facility; the information is requested on the GI-04 form.

Stacks and vents associations

You will need to review and possibly edit the relationships between stacks and vents and other subject items at your facility. This is the screen where you can indicate if an emission source is vented to more than one stack and what percent of the flow is routed to each stack/vent. This screen asks for the information requested on the GI-05F paper form for stacks and vents.

Monitor information

Review and, if necessary, edit the details for each monitor at your facility, including continuous emissions and opacity monitors, continuous parametric monitors, and data acquisition systems. The information is requested on the ME-01 form.

Monitor associations

Review and, if necessary, edit the relationships between monitors, data acquisition systems, and other subject items at your facility. Each monitor must be associated with a data acquisition system and a monitored subject item (e.g., emissions source, control device, etc.). The information requested on the ME-02 form.

Potential to emit

Review and, if necessary, edit the potential to emit data for emission sources at your facility that are included in your amendment application. The information requested is on the GI-07 spreadsheet. You must enter the data; you cannot just upload the spreadsheet.

Attachments

The following attachment types may be required depending on the information you entered within your online application. Please refer to this list when beginning an online application to ensure you have all the required documents needed to complete the service.

  • Major source emissions increase editable spreadsheet supporting information entered on the Major Sources screen; required if you are directed to that screen
  • Minor source emissions increase – editable spreadsheet supporting information entered on the Minor Sources screen; required if you are directed to that screen
  • Description of change – document describing your proposed amendment; required if you answer “Yes” to certain questions on the Action Type Determination Screen (not required if: only adding insignificant activities OR if only incorporating requirements from a preconstruction permit)
  • Description of change for insignificant activities - document describing your proposed amendment; required if you are only adding insignificant activities in your amendment
    • Attachment should include an explanation/analysis of how the change qualified under Minn. R. 7007.1250, subp. 1(A) and the date the change was made.
    • Make sure to include the actual changes to the permit in the “Copy of Edited permit” attachment.
    • We assume you are applying for an administrative amendment because under Minn. R. 7007.1250, subp. 1(A), if the modification triggers new monitoring, record keeping, or reporting requirements under applicable requirements or Minn. R. 7007.0100 to 7007.1850, then you must initiate an administrative amendment under Minn. R. 7007.1400 to include the new requirements no more than 30 days after making the modification.
    • This is required if you answer Yes to the question: Does the entire proposed change or modification consist only of insignificant activities described in Minn. R. 7007.1300 subparts 2 or 3, or conditionally insignificant activities listed in Minn. R. 7008.4100 or Minn. R. 7008.4110?
  • Copy of edited permit – always required
  • Process flow diagram – required if a new subject item is added in the application
  • Stack/vent diagram – required if any stacks added or removed in the application
  • Hood documentation – if any controls have < 100% capture you must include the Hood Evaluation and Certification form (CR-02) as an attachment for each of those controls.
  • Redacted copy of application – required if you ask for confidentiality; required each time you request confidentiality even if it was previously granted
  • Confidentiality justification - required if you ask for confidentiality; required each time you request confidentiality even if it was previously granted
  • Other attachments – you have the option of using the “other” type of attachment to provide any additional information you wish to submit with your application. In addition, per the Help text for other screens, certain additional attachments may be required based on information you provided in the service. Examples include but are not limited to:
    • supporting information to justify that a unit qualifies as a replacement on the Major Source screen,
    • revisions to group members in your permit, or
    • documentation of the applicable administrative amendment rule provision that applies to your application if you did not see it on the Action Type Determination screen.
