To help make your e-Service submittal go as smoothly as possible, below are some things you'll need to have ready before you begin.

Obtain facility specific information from the MPCA; email Pt70Info with the subject line “Request for Reissuance Materials.” Include your:

  • Existing facility permit number
  • Date of expiration of the existing permit
  • Name, phone number, and email of facility contact person (such as the designated permit contact person or Responsible Official; this is not the facility's consultant)

The necessary information will be e-mailed to the facility contact person, typically within 5 business days.

Previous modifications

Have you made any modifications to your facility that are not yet incorporated into your current air permit? For each such modification, you will be asked to describe the change, provide a date for when the change was made, and you will also be given the option of associating the change with a previously-submitted permit application or notification.

Insignificant activities

List any of your facility's insignificant activities as described by Minn. R. 7007.1300, subp. 3 or 4 or by Minn. 7008.4100 or 7008.4110.

Buildings and structures

Review and, if needed, update information about your facility's buildings and structures, including heights, lengths, widths, and descriptions for each. This information is on the GI-03-R paper form.

Emission units

Review and, if needed, update the emission unit details. Some fields are new in Tempo, specifically: engine use and displacement, CSAPR, and electric generating capacity. This information is on the GI-05B-R form. Depending on your answers, you may need to provide form GI-09K for CSAPR units.

Storage tanks

Review and, if needed, update the storage tank details for your facility. This information is on the GI-05C-R paper form.

Fugitive sources

Review and, if needed, update the fugitive source details for your facility. This information is on the GI-05D-R paper form.

Control equipment

Review and, if needed, update your facility's control equipment information, which is on the GI-05A-R and CD-05 paper forms. The CD-05 info includes CAM applicability fields, control efficiency basis, and operating parameters. Depending on your answers, you may need to provide CAM plans or hood documentation.

Control equipment associations

Review and, if needed, update edit the relationships between control equipment and other subject items at your facility. Indicate if controls are operated in series or parallel, and what percent of the emissions are routed to each controlled stream. This information is on the GI-05F paper form.

Stacks and vents

Review and, if needed, update the parameters for each stack/vent at your facility. This information is on the GI-04-R paper form.

Stacks and vents associations

Review and, if needed, edit the relationships between stacks and vents and other subject items at your facility. Indicate if an emission source is vented to more than one stack and what percent of the flow is routed to each stack/vent. This information is on the GI-05F paper form.

Monitor information

Review and, if needed, update information about monitors at your facility, including continuous emissions and opacity monitors, continuous parametric monitors, and data acquisition systems. This information is on the ME-01-R paper form.

Monitor associations

Review and, if needed, edit the relationships between monitors, data acquisition systems, and other subject items at your facility. Each monitor must be associated with a data acquisition system and a monitored subject item (e.g., emissions source, control device, etc.). This information is on the ME-02 paper form.

Potential to emit

Review and, if needed, edit your facility's potential to emit data, found on the GI-07-R paper form and GI-07-R spreadsheet. You must enter the data on this screen; you cannot just upload the GI-07-R spreadsheet.

Requirements

You will need to know your current permit requirements in order to complete this screen. You will need to decide how you wish to propose any changes to the requirements in your current permit. On this screen you can choose to say you will upload a redline version of your current permit with revisions shown. For each subject item at your facility, you can choose to propose new permit conditions by loading the MPCA’s standard language on the screen or you can choose to enter new custom requirements on the screen. For revisions to existing conditions, we recommend that you upload a revised permit using a redlined pdf file. This screen asks for the same information requested on the CD-01 and CD-01-R paper forms.

Attachments

The following attachment types may be required depending on the information you entered within your reissuance application. Please refer to this list when beginning a reissuance application to ensure you have all the required documents needed to complete the service.

  • Process flow diagram - always required
  • Stack/vent diagram - always required
  • Hood documentation – if any controls have < 100% capture you must include the Hood Evaluation and Certification form (CR-02) as an attachment for each of those controls.
  • CAM Plan - required if any controls are newly subject to CAM
  • Red-line requirements – this is required if, on the Requirements screen, you say that you will attach a marked up version of your permit in order to show changes to your current requirements
  • Potential to emit – editable spreadsheet with supporting PTE calculations; always required
  • Redacted copy of application – required if you ask for confidentiality; required each time you request confidentiality even if it was previously granted
  • Confidentiality justification - required if you ask for confidentiality; required each time you request confidentiality even if it was previously granted
  • For GI-09K (CSAPR) - required if newly-added units are subject to CSAPR or if existing units are newly-subject to CSAPR
  • Other attachments – you have the option of using the “other” type of attachment to provide any additional information you wish to submit with your application.
    In addition, per the Help text for other screens, certain additional attachments may be required based on information you provided in the service. An example would be highlighted NESHAP and/or NSPS – this is required when an applicable regulation has not been incorporated into your permit. Highlighted versions of the general provisions in Subpart A are also required.
