Capital assistance program: Solid waste processing facilities

The Solid Waste Processing Facilities Capital Assistance Program (CAP) provides financial and technical assistance to local governments for recovering materials and energy from waste, and minimizing land disposal of municipal solid waste. CAP has provided more than $60 million to assist more than 90 projects in Minnesota since 1985. Eligible applicants are Minnesota cities, counties, solid waste management districts, and sanitary districts. Eligible projects must include resource recovery.

To prepare for future state bonding sessions, MPCA asks local governments to identify funding needs for developing solid waste management infrastructure. Minnesota RETAP

The Minnesota Retiree Environmental Technical Assistance Program (RETAP) offers assistance to Minnesota cities and counties to become more sustainable. Skilled consultants work on either long- or short-term assignments. This is a free service to help Minnesota communities increase energy efficiency and water conservation, and reduce waste and operating costs.
