As defined by the Minnesota Electronics Recycling Act, a collector is "a public or private entity that receives covered electronic devices from households and arranges for the delivery of the devices to a recycler."

Requirements for collectors

Minnesota's law identifies some clear program-year responsibilities for collectors.

Registration. Free, but required. Submit the registration form for each program year, providing contact information for the organization or individual and listing collection sites where covered electronic devices are received in that program year.

Reporting. Collectors document their collection efforts for the program year, reporting on the weight of covered electronic devices and some detail on the sources for those pounds.
