MPCA completes 147 enforcement cases in first half of 2026

The Minnesota Pollution Control Agency (MPCA) completed 147 enforcement cases for water quality, air quality, hazardous waste, stormwater, and wastewater violations in the first half of 2026. Environmental enforcement investigations often take several months, in some cases more than a year, to complete the investigation and issue final enforcement documents and penalties to regulated parties.

When calculating penalties, the MPCA considers a number of factors, including the seriousness of the violation, the potential for harm to human health or the environment, history of noncompliance, and the economic benefit the company gained by failing to comply with environmental laws. 

Imposing monetary penalties is only part of the MPCA’s enforcement process. Agency staff provide technical assistance and ensure corrective actions are completed so sites are returned to compliance after enforcement.  

The MPCA is committed to protecting human health and the environment by enforcing rules and regulations and limiting pollution and discharges from facilities. When facilities do not fully comply with regulatory requirements, the resulting pollution can be harmful to people and the environment. During the Walz administration, the MPCA has collected nearly $25 million in penalties. Penalty payments go into the state’s environmental fund, which is appropriated by the Legislature and enables the MPCA to protect communities and the environment from harmful pollution.
