State agencies support Minnesota's sustainable purchasing efforts by using sustainable state contracts. Many of these contracts are also open to cooperative purchasing venture (CPV) members. Learn more about your roles, requirements, and our Sustainable Procurement Program.

The Sustainable Procurement Program is a partnership between the Minnesota Department of Administration (MDA) and the Minnesota Pollution Control Agency (MPCA). MPCA and MDA’s Office of State Procurement (OSP) formulate a shared vision and mission.

MPCA and OSP developed:

  • sustainable procurement program goals and metrics
  • a plan for contract prioritization
  • a program structure and resource commitment
  • a sustainable procurement process, and deliverables

All of these elements come together in our Sustainable Procurement Charter. The goals and metrics are based in part on existing executive orders, including Executive Order 19-27 – ‘Directing State Government to Conserve Energy and Water, and Reduce Waste to Save Money’. One of the six sustainability goals in E.O. 19-27 focuses on sustainable procurement. It states that 25% of total spend on priority contracts are to be sustainable purchases by 2025.

Objectives

The sustainable procurement program focuses on improving the environmental, social, and economic impacts of government procurement by:

  • establishing sustainable state contracts.
  • sharing best practices for sustainable procurement.
  • fostering a community of government purchasers who prioritize sustainability.
  • facilitating equal opportunity for targeted group/economically disadvantaged/veteran-owned and small businesses to meet sustainability requirements.

By making more sustainable purchasing decisions in state government, we can reduce solid waste, shrink our carbon footprint, promote a strong, equitable local economy, and improve energy and operational efficiencies across the enterprise.

The State of Minnesota will use our purchasing power to drive the market for sustainable goods and services by making purchases that demonstrate the highest level of environmental, social, and economic responsibility.

Through collaboration, Minnesota sets the standard as an industry leader in sustainable purchasing that will transform the way the State of Minnesota confronts its most difficult sustainability challenges.

  • a transparent, inclusive, and data-driven process.

  • regular communication of outcomes and benefits.
