The Minnesota Pollution Control Agency is updating our application fees for air and water permits. These fees support the agency’s work to protect Minnesota’s environment and public health by partially funding the technical review, analysis, implementation, compliance and enforcement that goes into every permit issued by the MPCA.
Rules adopted in 2010 specify that application fees for air permits and water permits must be adjusted for inflation over time. This update will align our permit fees with the existing rule and help secure sufficient resources are available to protect Minnesota’s environment.
What to expect
Starting Aug. 1, 2025, fees for air and water permit applications will be updated every two years, based on rule. This gradual adjustment will prevent a large spike in fees at one time. Applicants who have already submitted and paid their application fee will not be asked to submit any retroactive payments.
Water application fees
Year | FY2025 | FY2026-27 (effective Aug. 1, 2025) |
---|---|---|
Cost (per point) | $310 | $485 |
Air application fees
Year | FY2025 | FY2026-27 (effective Aug. 1, 2025) |
---|---|---|
Cost (per point) | $285 | $400 |
Looking ahead
This update is part of the MPCA’s broader commitment to improving our permitting processes. These fee adjustments will help us address funding gaps that impact the agency’s ability to carry out its regulatory responsibilities efficiently. Adequate funding will help ensure that permits are thoroughly and efficiently reviewed and issued in a timely manner.
