This form is to register service providers operating in Minnesota as a part of the state’s Packaging Waste & Cost Reduction Act. On an annual basis, service providers need to register with the Minnesota Pollution Control Agency (MPCA) in order to seek reimbursement for the services they provide in the state under this law. This registration will be shared with the producer responsibility organization (PRO) that is responsible for managing the reimbursement of costs.
The first reimbursement payments will not begin until early 2029 after the establishment of reimbursement rates in line with the requirements of the law. However, the registrations submitted in these early years of the law are critical for confirming the scope of existing services and service providers statewide as a part of program planning and preparation.

Current submission and timeline: The form is currently collecting service provider data for the 2024 calendar year. The initial deadline for this registration was Jan. 1, 2025; however, it will be open and accepting registration on a rolling basis for this first phase of program implementation given the form’s recent availability and to allow for more outreach. You may be contacted after your form submission for more information on the services you provide (or contract for) and the cost of those services.
For purposes of this registration form for service providers under the Packaging Waste & Cost Reduction Act, the following definitions are used:
- “Covered materials” means packaging and paper products included in the scope of the law.
- "Service provider" means an entity that provides covered services for covered materials included in the scope of the law. A political subdivision that provides, contracts, or otherwise arranges with another party to provide covered services within its jurisdiction may be a service provider regardless of whether it provided, contracted for, or otherwise arranged for similar services before this law. In situations where an entity is contracting for covered services, the form must be submitted by whoever will ultimately seek reimbursement for the costs of providing the covered services.
- "Covered services" means collecting, transferring, transporting, sorting, processing, recovering, preparing, or otherwise managing covered materials for purposes of waste reduction, reuse, recycling, or composting.
- "Total billed amount" means the cost of providing the specific covered services during the preceding calendar year within Minnesota that was billed to customers. For service providers that didn’t bill a customer, for example some local units of government, this will just be the actual costs of providing the services to constituents. When submitting your billed amounts, please break out the costs according to the categories included below in addition to the total (break out costs should add up to the total). While the law indicates other costs will be eligible for reimbursement by the PRO (i.e., education, administration/overhead, etc.), only include the cost for the services at this time.
