Legislation represents Minnesota’s most significant investment in climate resilience

Warmer winters. Poor air quality during the summer. Thin ice on our lakes. Storms with more rain. All Minnesotans are experiencing the impacts of climate change.

Threats like flooding and poor air quality put our homes, health, and livelihoods in danger. The MPCA wants 100% of Minnesotans to live in a place prepared for climate change and is helping communities across the state become more climate resilient.

During the 2023 legislative session, Minnesota invested over $100 million in a Climate Resiliency and Water Infrastructure Grant Program for local governmental units and tribal governments and $5 million for a Local Climate Action Grant Program. Together, this legislation represents Minnesota’s most significant investment in climate resilience.

MPCA is using these funds to provide Minnesota communities with:

  • Planning grants to assess risk, identify options, and develop plans for resiliency of stormwater systems, wastewater systems, and overall community resilience to the impacts of climate change. 
  • Implementation grants for construction of priority projects that are designed to increase resilience to conditions caused by climate change. 
  • Local climate action grants to develop and implement plans of action that increase resilience or reduce local contributions to the causes of climate change.

Each initiative supports MPCA’s implementation of Minnesota’s Climate Action Framework, a comprehensive plan to ensure a carbon-neutral, equitable, and resilient future for the state. Check out Minnesota’s Climate Action Framework.
