The Minnesota Pollution Control Agency (MPCA) studied the potential environmental effects of a proposed municipal solid waste landfill in Scott County and released an environmental impact statement (EIS), which is now open for public comment.
Dem-Con Landfill, LLC proposes to build the landfill at its environmental campus near Shakopee. It plans to convert approximately 81 acres of its permitted construction and demolition (C&D) landfill into a new municipal solid waste (MSW) landfill. The proposed landfill will be on land currently being mined for limestone.
The scale of this project requires it to go through the EIS process, which is an extensive environmental review that includes detailed information about the project’s potential for environmental impacts. The EIS also provides project alternatives and identifies methods to reduce environmental effects.
The new MSW landfill will accept waste from the Twin Cities metro area and Nicollet, Le Sueur, and Sibley counties. The Twin Cities area generates nearly 3.5 million tons of garbage annually and continues to send more waste to landfills each year.
This project will require a new solid waste permit. The MPCA uses written comments received, permit applications, and other relevant information to proceed through permitting. Information about the project is posted on the MPCA website.
The MPCA is committed to protecting human health and the environment. During the Walz administration, the MPCA has completed environmental reviews on nine solid waste projects, demonstrating the agency’s commitment to helping Minnesotans deal responsibly with solid waste.
The public can review the EIS and submit comments by visiting the MPCA website or by mail to:
