The Minnesota Pollution Control Agency’s (MPCA) new Resource Management Report explores how Minnesota could greatly reduce landfill disposal by 2045. Achieving this outcome would require significant policy changes, major system investments, and performance from emerging technologies. In addition, robust public participation in these efforts is needed. The report was commissioned by the Minnesota Legislature in 2023.
The report explores the system-level changes that could reduce environmental impacts, advance environmental justice, and support long-term investments in waste and materials management systems. The analysis examines the conditions and coordinated actions needed to move toward an ambitious goal of 90% disposal reduction. Progress depends on systemic policy changes and coordinated action across the waste and materials management system, from industry and local governments to community partners and residents.
A draft of the Resource Management Report is open for public comment from May 7-July 7. After the comment period closes, MPCA staff will review and respond to all comments received. They will then put feedback into the report and turn it into a final version to be sent to the Minnesota Legislature.
