Draft environmental impact statement on Shakopee landfill now open for public comment

The Minnesota Pollution Control Agency (MPCA) today released its draft environmental impact statement (EIS) for a new municipal solid waste landfill that Dem-Con has proposed at its environmental campus near Shakopee. The public is invited to comment on the draft EIS through Aug. 6, 2026.

The proposed landfill will convert 2.2 million cubic yards of an approximately 81-acre fill area set to be used for construction and demolition waste into a new municipal solid waste landfill. The Dem-Con landfill currently accepts industrial waste and non-hazardous construction and demolition debris.

The new municipal solid waste landfill will accept waste from the Twin Cities metro area and Nicollet, Le Sueur, and Sibley counties. The Twin Cities generates nearly 3.5 million tons of garbage annually and continues to send more waste to landfills each year. This project is part of the solution to expand four area landfills to help address the growing problem and ensure continued safe and proper management of waste materials.  

The MPCA will host a public meeting on the draft EIS in the Shakopee Community Center's upstairs multipurpose room on Wednesday, July 29, from 5 to 7 p.m.

Comment on the draft EIS

We invite you to comment on the draft environmental impact statement (EIS) for the proposed Dem-Con Landfill SW-290 MSW Allocation/Airspace Conversion Project. Comments will be accepted through Aug. 6. A public meeting is scheduled for 5 p.m. on Wednesday, July 29, at the Shakopee Community Center.

An EIS is an extensive environmental review process necessary for new municipal solid waste landfills of this size that provides detailed information about a proposed project’s potential for significant environmental impacts. The EIS also provides project alternatives and identifies methods to reduce environmental effects. Since January 2019, the MPCA has completed environmental reviews on nine solid waste projects in Minnesota. 

The draft EIS preparation follows a scoping process that included the preparation of a scoping environmental assessment worksheet in June 2025 and the preparation and adoption of a final scoping decision document in December 2025.
