MPCA seeking public comment on changes
The Minnesota Pollution Control Agency (MPCA) is seeking public comment on a proposed increase in the amount and types of waste that Curbside Waste Inc. processes at its transfer station facility in Dayton.
Currently, the facility is permitted to process roughly 42,000 cubic yards of yard waste per year. The facility is seeking approval to process approximately 500,000 cubic yards of waste per year that will include mixed municipal solid waste, construction and demolition debris, yard waste, organics, and single stream recycling. No processing or permanent storage of waste would occur at the transfer station.
The proposal is outlined in an environmental assessment worksheet (EAW), which is a brief document designed to lay out a project’s basic facts and assess its potential for significant environmental effects. The MPCA uses the EAW, written comments received, permit applications, and other relevant information to decide next steps for a project, including whether additional environmental review is required.
According to the MPCA’s 2022-2040 Metropolitan Solid Waste Management Policy Plan, the amount of waste produced in the Twin Cities metro region is expected to grow 19 percent by 2042. Upgrades across Twin Cities waste management infrastructure will be expected to meet the increase.
Those who wish to comment on the EAW should consider the EAW’s accuracy, potential impacts from the project that warrant further investigation, or the need for further environmental review. The public can review the draft EAW and submit public comments by visiting the SmartComment portal on the MPCA website. Comments are due June 4, 2026.
After the public comment period ends, the agency will review all comments and determine whether additional environmental review is necessary. If the agency determines there is no need for additional environmental review, the project will proceed through permitting.
