Clean Cars MN rule to end after successfully increasing electric vehicles in the state

With the end of the 2025 model year in the automobile industry, so ends Minnesota's Clean Cars rule.  

The Clean Cars rule, adopted in 2020, had a goal of electric vehicles exceeding 6% of all new, light-duty vehicle sales in Minnesota. According to the Minnesota Department of Transportation's electric vehicle dashboard, approximately 7% of all new light-duty vehicle sales in 2024 were electric vehicles.

"This is a significant milestone for cleaner air and cleaner energy," said MPCA Assistant Commissioner Frank Kohlasch. "We are grateful for the many partners, stakeholders, and Minnesotans who made this ambitious goal a reality."

The total number of electric vehicles in Minnesota has also grown rapidly, increasing from about 1,000 registered vehicles in 2019 to 14,800 in 2024. This growth reflects a broader trend toward cleaner transportation as Minnesota works to meet its climate goals.  

While the Clean Cars rule will become obsolete, Minnesota will continue to track electric vehicle adoption and work with partners to reduce transportation emissions and protect air quality statewide.
