Andover | Eastbrook Terrace neighborhood groundwater contamination

The Minnesota Pollution Control Agency (MPCA) began sampling private residential wells for 1,4-dioxane and per and polyfluoroalkyl substances (PFAS) in the Eastbrook Terrace neighborhood in May 2023 based on a 1,4-dioxane detection above the Minnesota Department of Health (MDH) health-based value in a private residential well. The Eastbrook Terrace neighborhood is located approximately 2,900 feet southwest of the South Andover Superfund Site as shown in the map below.

In May 2023, MPCA collected samples from private residential wells at 17 homes in the Eastbrook Terrace neighborhood. Eleven of the residential wells had 1,4-dioxane above the MDH health-based value and six had 1,4-dioxane levels below the MDH health-based guidance value. MPCA is providing bottled water as an interim mitigation measure to the homes where 1,4-dioxane levels were detected above the MDH health-based values. PFAS compounds have not been detected above MDH health-based values in the private wells sampled to date. Please see the map below for the current testing results.

Ongoing investigations to contamination source(s) in Eastbrook Terrace neighborhood

The U.S. Environmental Protection Agency (EPA) is the regulatory lead for the South Andover Superfund Site which is located northeast of the Eastbrook Terrace neighborhood.  The EPA is currently requiring the Potentially Responsible Parties for the Site to submit a work plan to sample for 1,4-dioxane and conduct groundwater flow studies at the Site. This information will assist in determining the potential source(s) of 1,4-dioxane in the private residential wells in Eastbrook Terrace.
