The Minnesota Pollution Control Agency (“MPCA” or “State”) invites proposals from qualified, experienced environmental contractors that have statewide expertise in hydrology, geology, climate, land use, land cover, aquatic biology, and water quality. Contractors must understand United States Environmental Protection Agency (EPA) regulations, Minnesota State statutes and rules, and guidance documents related to hydrologic, hydraulic, and water quality modeling and evaluation; pollutant load analyses and allocations; pollutant load reduction strategies and technologies; stakeholder involvement; and program implementation.
Under this Master Contract, successful contractors will support the MPCA’s Watershed Division on statewide, basin-wide, water body, and watershed scale projects. Proposals may address one or both service categories: 1) Hydrological Simulation Program-Fortran (HSPF) modeling and 2) Watershed Services. The tasks may range from simple data collection and analyses to rigorous solutions using state of the art methods and development of complex hydrologic and hydraulic models, while using the most appropriate level of effort and task methodology to conduct the tasks in each category.
Responses must be received not later than 10:00 a.m. Central Time, April 23, 2026, late responses will not be considered.

Answers to questions will be posted in the SWIFT Supplier Portal. MPCA employees cannot answer questions about this RFP; direct contact regarding this RFP with any MPCA personnel may result in disqualification.
