Closed: Solid waste/wastewater PFAS treatment grant

This RFP dedicated $2 million toward activities related to planning and design of PFAS treatment/separation and/or destruction technologies, including pilot projects, at municipal wastewater facilities, landfills, and/or industries in Minnesota.

Applicants with questions regarding this RFP must email questions to grants.pca@state.mn.us no later than Feb. 7, 2025, using the subject line: “PFAS Reduction Grant – Planning and Design Question.” Answers to questions will be posted frequently in the SWIFT Supplier Portal.

MPCA personnel are not authorized to discuss this RFP with applicants and contact regarding this RFP with any MPCA personnel may result in disqualification.

Eligibility

Eligible applicants must be one of the following in Minnesota:

  • Municipality
  • Private or public solid waste management facility
  • Industrial facility contributing PFAS to a municipal wastewater treatment system or the environment, limited to:
    • Industrial solid waste facilities. All solid waste generated from an industrial or manufacturing process and solid waste generated from nonmanufacturing activities such as service and commercial establishments.
    • Industrial wastewater facilities. Water that comes from industrial, commercial, mining, or agricultural industries and is not a primary product: process wastewater, clean-up water, noncontact cooling water, and other residual wastewaters.
    • Municipal airports. Projects related to the planning of treatment for stormwater discharges to a WWTF or the environment.
    • Non-domestic sources of wastewater. Commercial entities with discharges that may affect a wastewater treatment system that are not conducting already required clean-up activities for soils, groundwater or gases
  • Industrial stormwater facility contributing PFAS to a municipal wastewater treatment system or the environment.

Eligible projects: 

  • Project planning and design that considers human health and the environment by planning to reduce PFAS compounds released from waste management and/or wastewater treatment facilities.
  • Planning and design of PFAS treatment, separation and/or destruction technologies.
  • Planning and design for replacement equipment contaminated with PFAS.
  • Planning and design for collection system replacement in areas contaminated by historic PFAS use.

Projects must be completed by Dec. 18, 2026, to be eligible for reimbursement. 

Available funds

Approximately $2 million in funding is available.

  • Maximum award: $500,000 per applicant/organization
  • Matching funds: A match of 10% of the grant amount is required. The match can be in-kind services provided by the applicant (i.e., staff time) or cash.

How to apply

The request for proposal (RFP) and application materials can only be viewed through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

  1. Go to the online SWIFT portal.
  2. Click on "Bidding opportunities".
  3. Find the event by name (MPCA Solid Waste/Wastewater PFAS Treatment Grant) or ID (2000016421).
  4. Click "View Bid Package" to see the RFP and forms. (There’s no need to log in to see the documents.)

Grant applications are only accepted through the SWIFT portal.

  1. Register as a bidder in the SWIFT Supplier Portal, (Bidding = "applying")
  2. Choose "Register for an Account" and then "Register as a Bidder".
