East Metro PFAS forensics

The Minnesota Pollution Control Agency (MPCA) is seeking proposals from qualified responders to conduct an environmental forensics evaluation using non-targeted analysis (NTA) techniques for identifying sources of non-aqueous film forming foam (non-AFFF) per- and polyfluoroalkyl substances (PFAS) contamination in water for the purpose of better understanding extent and magnitude of releases in the subject areas.

Information regarding PFAS forensics and source identification can be found on the PFAS document developed by the Interstate Technology & Regulatory Council (ITRC):

The goal of this project is to conduct an environmental forensics evaluation using NTA techniques to provide better understanding and documentation of the following:

  • extent and magnitude of releases in the subject areas
  • primary differences between samples collected from the source areas and in the areas of contaminant commingling
  • specific analytes outside of those analyzed for in the U.S. Environmental Protection Agency (EPA) Method 1633 that could be used to determine the extent of PFAS impacts resulting from each source area

Responses must be received no later than 2 p.m., Central Time, May 5, 2026; late responses will not be considered.

Prospective responders who have any questions regarding this RFP must email contracts.pca@state.mn.us, subject line “East Metro PFAS Forensics,” no later than noon, Central Time, April 21, 2026.

Answers to questions will be posted in the SWIFT Supplier Portal. MPCA employees cannot answer questions about this RFP; direct contact regarding this RFP with any MPCA personnel may result in disqualification.

How to apply

The request for proposals (RFP) can only be viewed through the online SWIFT portal. The RFP is called an “Event” within the SWIFT system.

  1. go to the online SWIFT portal
  2. click on "Bidding opportunities"
  3. find the event name (“Watershed Master Contract” or event ID 2000018126
  4. find the event name (East Metro PFAS Forensics) or event ID (2000018201)
  5. click "View Bid Package" to see the RFP and forms

Proposals are only accepted through the SWIFT portal.

  1. register as a bidder in the SWIFT Supplier Portal
  2. choose "Register for an Account” and then “Register as a Bidder"
