Community planning grants for stormwater, wastewater, and community resilience

The MPCA has $395,000 available to support climate-planning projects in communities across Minnesota. This funding will help communities assess vulnerabilities and plan for the effects of Minnesota’s changing climate in three areas:

  • Improving stormwater resilience and reducing localized flood risk
  • Improving the resilience of wastewater systems
  • Adapting community services, ordinances, and public spaces

The effects of climate change are being felt across the state, from overwhelmed infrastructure, damaged property, dying trees, and culturally important native species, to excessive heat, worsening air quality, and other health threats. Minnesota state government is partnering with local communities to assess needs, develop climate-adaptation plans, and make changes so that we are ready for what lies ahead.

Applications are due no later than 4 p.m. on January 12, 2023.

Informational session December 8 (1 p.m.)

Eligibility

Tribal Nations, and local governmental units (LGUs) including cities, counties, towns (townships), soil and water conservation districts (SWCDs), water management organizations (WMOs), water districts (WDs), regional development commissions (RDCs), and the Metropolitan Council of the Twin Cities region are eligible to apply.

How to apply

The request for proposal (RFP) and application materials can only be viewed through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

  1. Go to the online SWIFT portal.
  2. Click on "Bidding opportunities".
  3. Find the event name MPCA-Planning Grants for SWC Resilience or ID (2000013548).
  4. Click "View Bid Package" to see the RFP and forms. (There’s no need to log in to see the documents.)

Grant applications are only accepted through the SWIFT portal. Applicants interested in applying will need to register as a bidder in the system by clicking on the SWIFT Supplier Portal, then "Register for an Account and Register as a Bidder".

Applicants that are already registered in the SWIFT system as a supplier (previously known as a vendor) can use their supplier ID and do not need to register as a bidder. The Supplier Portal now requires Multi-factor Authentication to sign in, and registered suppliers may have to change passwords. We also suggest clearing your browser cache.
