Climate adaptation and resilience cost study

The Minnesota Pollution Control Agency (MPCA) is soliciting proposals from qualified contractors to research and report on the projected costs of climate change adaptation and resilience measures needed to mitigate the projected impacts in the state of Minnesota.

The legislation describing this study is in 2024 Session Laws, Chapter 116, Article 1, Section 33; it requires the MPCA to carry out a study on climate adaptation and resilience costs and submit the report to the Legislature. The budget for this study is up to approximately $750,000.

Responses must be received no later than 4 p.m., Central Time, June 23, 2025.

Questions and answers

Prospective responders who have any questions regarding this RFP must email Cindy Kanan at contracts.pca@state.mn.us and include subject line “Climate Adaptation and Resilience Cost Study”, no later than June 3, 2025. 

Answers to questions will be posted in the SWIFT Supplier Portal. MPCA employees cannot answer questions about this RFP; direct contact regarding this RFP with any MPCA personnel may result in disqualification.

Available funds

The budget for this study is up to approximately $750,000.

How to apply

The request for proposal (RFP) and application materials can only be viewed through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

  1. Go to the online SWIFT portal.
  2. Click on "Bidding opportunities".
  3. Find the event by name (Climate Adaptation and Resilience Cost Study) or ID (2000017171).
  4. Click "View Bid Package" to see the RFP and forms. (There’s no need to log in to see the documents.)

Proposals are only accepted through the SWIFT portal.

  1. Register as a bidder in the SWIFT Supplier Portal, (Bidding = "applying")
  2. Choose "Register for an Account" and then "Register as a Bidder".
