Draft concepts for the cumulative impacts analysis rules

Join us for an opportunity to discuss and provide input on the draft concepts for the cumulative impacts analysis rules. The MPCA will hold a virtual meeting to share the draft rule concepts we’ve prepared to meet the requirements in state law to adopt rules to implement and govern cumulative impact analyses and the issuance or denial of permits for facilities that impact environmental justice areas in the Twin Cities, Rochester, and Duluth. The MPCA is seeking input on our draft rule concepts as we continue to develop the rules for cumulative impacts analyses before issuing a notice of intent to adopt the rule in May 2026.

Materials, including the presentation from MPCA staff, will be available through our cumulative impacts rulemaking webpage following the meeting for those who are not able to attend but would like to offer feedback on the concepts. Materials will be available for your review and input through our online comment portal until 4 p.m. on July 25, 2025.
