Closed: Solar panel reuse and recycling study

The Minnesota Pollution Control Agency (MPCA) is soliciting proposals from qualified contractors to produce a report on developing a statewide system to reuse and recycle solar photovoltaic modules and installation components (collectively referred to as solar equipment) in the state.

The 2023 legislation is in Session Laws, Chapter 60, Article 1, Section 2, Subd 7(m), and Article 3, Section 36 enacted a requirement for the MPCA to carry out a study on solar equipment installation and removal rates and propose end-of-life management options for a statewide collection, reuse, and recycling system. Following completion of the study, MPCA must convene a policy working group to make recommendations to the Legislature for the preferred statewide system for solar equipment end-of-life management by January 15, 2025.

Prospective responders who have any questions regarding this RFP must email Christina Sundgaard at contracts.pca@state.mn.us and include subject line “Solar Panel Reuse and Recycling Study,” no later than January 5, 2024.

Answers to questions will be posted in the SWIFT Supplier Portal. MPCA employees cannot answer questions about this RFP; direct contact regarding this RFP with any MPCA personnel may result in disqualification.

Available funds

The initial contract is estimated to be up to approximately $300,000.

How to apply

The request for proposal (RFP) and application materials can only be viewed through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

  1. Go to the online SWIFT portal.
  2. Click on "Bidding opportunities".
  3. Find the event by name (Solar Panel Reuse and Recycling Study) or event ID (2000015204).
  4. Click "View Bid Package" to see the RFP and forms. (There’s no need to log in to see the documents.)

Grant applications are only accepted through the SWIFT portal.

  1. Register as a bidder in the SWIFT Supplier Portal, (Bidding = "applying")
  2. Choose "Register for an Account" and then "Register as a Bidder".
