The MPCA requests proposals to conduct a study and prepare a final report. The environment and natural resources appropriations omnibus bill enacted a requirement for the MPCA to carry out a study and prepare a report that includes a pathway to implement resource management policies, programs, and infrastructure. The final report is due from the MPCA to the Legislature on July 15, 2025.
Responses must be received no later than 2 p.m. Central Time, April 23, 2024; late responses will not be considered.

Prospective responders who have any questions regarding this RFP must email contracts.pca@state.mn.us, subject line “MPCA Resource Management Report RFP,” no later than March 26, 2024. Answers to questions will be posted in the SWIFT Supplier Portal. MPCA employees cannot answer questions about this RFP; direct contact regarding this RFP with any MPCA personnel may result in disqualification.
Available funds
The initial contract is estimated up to approximately $680,000.

The request for proposal (RFP) and application materials can only be viewed through the online SWIFT portal. The RFP is termed an “Event” within the SWIFT system.

- Click on "Bidding opportunities".

Proposals are only accepted through the SWIFT portal.
