The MPCA sought proposals from organizations to reduce chloride at the source within priority communities. The selected communities must have elevated chloride in their wastewater discharge or in local surface waters. The selected organization(s) will lead the effort within the selected communities in partnership with members of the community and local and state experts. The goal of the project is to strategically reduce chloride from known sources using a chloride reduction action plan and will result in reduce chloride impacts to local water resources. Multiple organizations may work together, but one organization will need to submit the application as the grantee.

Eligibility
Eligible applicants
- For-profit businesses, local and regional governmental agencies (including townships and watershed and conservation organizations), educational institutions, nongovernmental organizations (e.g., nonprofit or industry association) or tribal entities.
- Applicants must be located within the geographic area of Minnesota or serve Minnesota.
- Applicants must have relevant experience working on pollution impacts to water resources and basic knowledge of chloride source reduction strategies.
Eligible projects
Eligible projects must be located in Minnesota communities that have elevated chloride in wastewater discharge or in local surface waters and result in the reduction of chloride pollution at the source.
Applicant must propose a project for one of the following scenarios, and must indicate the selected project type on the proposal and work plan:
- Whole Community project. Single applicant will work within at least one community to implement chloride reduction activities that will reduce chloride at the source. Each community participating must have a documented plan that has identified the primary sources of chloride and include proposed strategies or actions that will result in chloride reduction. It is encouraged to utilize the MPCA’s Smart Salting tool to develop a community or region specific chloride reduction action plan, however other chloride management plans may be submitted.
- Industrial Facilities project. Single applicant can be one industrial facility or an organization that will work with multiple industrial facilities to eliminate or reduce chloride in the facilities discharge. Facilities must discharge to a wastewater treatment facility with effluent that has elevated chloride that is contributing to a downstream chloride impairment or has a chloride limit in their NPDES (National Pollutant Discharge Elimination System) permit and have documentation that the chloride in the industrial discharge is a significant contributor to the wastewater treatment facility discharge.
Projects must clearly define objectives and tasks that describe how the objectives will be met in the work plan with a detailed budget, a chloride reduction action plan for the selected community(ies), and letters of commitment from project partners for MPCA evaluation.
While not required, applicants are encouraged to use the MPCA’s criteria and interactive mapping tool to identify if the proposed project, or the direct benefit from the project, is located in one or more of MPCA’s identified environmental justice (EJ) areas of concern.
Available funds
- Maximum award: $500,000
- Minimum award: $200,000
- Match requirement: 25% of the total grant amount. Loans and other grants may be used as match.
These grant funds must be spent and projects completed by June 30, 2028.

Chloride levels continue to rise in Minnesota’s surface waters and groundwater with 68 surface waters are already exceeding the state’s criteria of 230 mg/L and more than 75 that are considered high risk. Chloride is toxic to our native freshwater fish, insects, amphibians and plant life. Reducing chloride at the source is needed throughout the state of Minnesota, not only to restore already impacted waters but also to protect all water resources. There are multiple sources to consider, a variety of options to reduce chloride, and a large geographical area to address.
