Public meeting and comment period opening on Rice County landfill expansion

Rice County is proposing to increase the capacity of the Rice County Landfill in Bridgewater Township, north of Faribault. The Minnesota Pollution Control Agency (MPCA) has prepared an Environmental Assessment Worksheet (EAW) for the proposed project, and is making the document available for public comment through July 5, 2017. 

The EAW is meant to describe the ways in which the proposed project could affect air, water, land use, and habitat, as well as potential community impacts, such as odors, noise, dust and vehicle traffic.

Rice County seeks to create a new solid waste disposal area between the two current spaces, which will result in approximately 18 more years of use before the landfill hits capacity. In addition to increasing the capacity for solid waste disposal, the county is requesting more space for its permitted demolition landfill, as well as requesting to expand its leachate land application area. Leachate is a liquid that is collected from waste and from rain or moisture that has passed through waste. The additional leachate land application space will be used as a backup to the current area.

The proposed project will stay within the existing property and will not alter wildlife habitat or create new development in the area. The project is set to begin Summer of 2017.

Rice County will host an open house and public informational meeting regarding the EAW and Solid Waste Permit on  Wednesday, June 7, 2017, at the Rice County Landfill, located at 3800 East 145th Street in Dundas, Minn., from 4:00 – 6:00 p.m. MPCA staff will be available at the meeting to answer questions.

The public is invited to review and comment on the EAW, which is available on the MPCA’s Environmental Assessment Worksheet webpage. The MPCA will use the comments it receives to evaluate the potential for significant environmental effects from the project, and to decide whether a more comprehensive environmental review, an Environmental Impact Statement, is needed.
