MPCA seeks public comments on proposed new hog feedlot in Waseca County

Matt and Bruce Foels propose to build a new 4,800-head hog finishing feedlot northwest of Waseca in Section 2 of St. Mary’s Township, Waseca County. It will have two confinement barns, a mortality composting building, a stormwater detention pond, and a new water well.

As required by state rules, the Minnesota Pollution Control Agency (MPCA) prepared an Environmental Assessment Worksheet on the proposal. The public may submit written comments on the Foels EAW until 4:30 p.m. Tuesday, July 16.

State agencies use the EAW to help decide whether a project requires a more extensive Environmental Impact Statement. The EAW covers site location details such as soil types, water use, manure management, air and odor emissions, and traffic.

An estimated total of nearly 1.9 million gallons of liquid manure produced annually will be stored in reinforced concrete pits below the barns. Following an MPCA-approved manure management plan, Foels will remove the manure in the fall and inject it into cropland as fertilizer. More than 643 acres of cropland are available for land application among 11 sites in St. Mary, losco and Blooming Grove townships.
