Vande Ag Enterprises is proposing to build a new hog production facility about four miles southeast of Marshall. A total confinement barn in Section 30 of Clifton Township will house up to 4,800 finishing hogs.
As required by state rules, the Minnesota Pollution Control Agency (MPCA) prepared an Environmental Assessment Worksheet (EAW) on the proposal. The public may submit written comments on the Vande Ag EAW until 4:30 p.m. on May 31, 2017.
A National Pollutant Disposal Elimination System (NPDES) general permit for construction and operation of the feedlot is scheduled to be on public notice concurrently.
State agencies use the EAW to help decide whether a more complete Environmental Impact Statement is needed. The EAW covers site location details, nearby resources and other elements, including wells, soil types, water use, manure management, air and odor emissions, and traffic.
An estimated 1.5 million gallons of liquid manure produced annually would be stored in a 1.9-million-gallon reinforced concrete pit below the new barn. The manure will be removed in the fall and injected into cropland as fertilizer following an MPCA-approved manure management plan.
More than 1,300 acres of cropland are available for land application among seven sites located in Clifton, Lake Marshall, Sodus, and Stanley townships.
