St. Paul, Minn. — The Minnesota Pollution Control Agency (MPCA) is inviting public comment on an Environmental Assessment Worksheet (EAW) for a wastewater collection and treatment system to be built in the city of Afton, in Washington County. A 30-day comment period will end April 1, 2015.

The agency will host an open house on the proposed project on March 16, 2015, at Afton City Council Chambers, 3033 St. Croix Trail S, Afton, Minn. The open house is from 7:00 to 8:30 p.m.

The proposed project includes a gravity wastewater collection system for the service area, a lift station with force main and a large subsurface treatment system to treat the collected wastewater. Eight-inch trunk lines would run underground along Saint Croix Trail, with eight-inch branch lines down the side streets to which individual connections would be made. The trunk lines would run to an underground lift station at the intersection of Saint Croix Trail and Upper 34th Street.

The subsurface treatment system would be located at 2318 St. Croix Trail South on a 25-acre parcel, of which 3.5 acres would be used for the actual treatment system. The remaining acreage would provide buffer to adjacent properties.

The EAW is a preliminary review of the way a proposed project could potentially affect the environment. The EAW also helps the MPCA determine whether an Environmental Impact Statement (a more in-depth environmental review) is needed.

Comments on the proposed system should be submitted in writing by 4:30 p.m., April 1. Send comments to Kevin Kain, MPCA, 520 Lafayette Road N., Saint Paul, MN 55155-4194, by fax to 651-296-7782, or by email to
