MPCA requires industrial stormwater permit coverage for municipally-owned industrial activities

Deadline for municipally-owned industrial facilities to apply for 2015 permit coverage is October 5

Duluth, Minn. – A newly-re-issued industrial stormwater permit may affect municipally-owned industrial facilities that need to apply or re-apply for permit coverage on or before October 5, 2014.

The permit applies to municipally-owned industrial facilities where there is a potential for stormwater to come into contact with industrial activities, products, or wastes. It affects many municipal sectors of industries, ranging from sand and gravel operations, landfills, recycling facilities, marinas, airports and wastewater treatment facilities.

State-wide, approximately 3,500 business and municipally-owned industrial facilities currently have this permit, known as the Industrial Stormwater Multi-Sector General Permit. Other businesses and organizations, including colleges and universities, that do not currently have a permit are advised to determine whether they need to have one.

Stormwater generally refers to precipitation, snowmelt and surface runoff as well as drainage to groundwater. It is one of the most common sources of water flowing into Minnesota lakes and streams. Stormwater permit regulations help facilities prevent, reduce or control potential contamination of state surface and groundwater by restricting contact between pollutants and industrial equipment, machinery, raw materials, products, waste-handling equipment and wastes.

The U.S. Environmental Protection Agency and all states require industrial stormwater permit coverage for 29 industry sectors, including municipally-owned industrial activities.
