The Minnesota Pollution Control Agency (MPCA) will hold a public information meeting Jan. 2 at Lansing Township Hall, 26938 539th Ave., Lansing, Minn., on the draft state permit for the SKB Lansing Landfill, north of Austin in Mower County. The meeting will start with an MPCA presentation at 7 p.m. followed by time for questions from the public. Interested parties may submit written comments on the draft permit through 4:30 p.m. on Jan. 7, 2019.
The ownership of the SKB Lansing Landfill and the adjacent WCI Austin Landfill merged into one entity in August 2017. This draft permit would cover activities at both the SKB Lansing Landfill and WCI Austin Landfill sites, which operate as a Class 3 and Class 2 demolition landfill, respectively. The sites together encompass 116.1 acres in Section 21 of Lansing Township.
The SKB Lansing Landfill would continue to operate as a Class 3 demolition landfill, accepting all types of construction and demolition waste as well as most industrial waste. A Class 3 facility must have groundwater monitoring, waste screening, a liner underneath the waste, and a system to collect leachate (water such as precipitation that mixes with the waste).
Changes to previous permits for the original SKB landfill would include:
- Making final cover slopes more steep, from 5:1 to 4:1
- Increasing its capacity for buried waste from 1.93 million cubic yards to 2.52 million cubic yards
- Expanding the waste footprint from 29.3 acres to 30.2 acres
The WCI Austin Landfill is a demolition landfill that was formerly operated as Vonco 4 and was owned by Veit Companies. WCI Austin Landfill purchased this site in July 2014. Under the draft state permit, it would continue to operate as a Class 2 demolition landfill, accepting construction and demolition waste, along with non-recyclable packaging such as paper, cardboard and plastic, as well as industrial wastes such as wood, concrete, porcelain fixtures, shingles and window glass. There are no proposed changes to this site under the draft state permit.
