St. Paul, Minn. – The Minnesota Pollution Control Agency has prepared a draft Environmental Impact Statement, or EIS, on a proposed construction project at the Advanced Disposal Rolling Hills solid waste landfill in Wright County. The MPCA is also hosting a public meeting regarding the project on August 13, 2014 from 7-9 p.m., with an “open house” beginning at 6:30 p.m. The meeting will be held at the Wright County Government Center, 10 Second Street NW, in Buffalo, Minn.
The EIS was prepared in response to a proposal by Advanced Disposal to construct a new disposal area on property east of the existing Rolling Hills facility. The new disposal area will accept municipal solid waste, industrial waste, and construction/demolition debris from 33 Minnesota counties and 4 Wisconsin counties within a 75-mile radius of the project site.
The environmental impact statement is an assessment of the potential environmental and socioeconomic impacts from the proposed project, including impacts on ground water, surface water, air quality, public health, and wildlife habitat.
The MPCA invites comments on the draft EIS for this project through August 29. The EIS is available online at http://www.pca.state.mn.us/oxpg691. Copies are also available at the public libraries in Buffalo and Monticello and at the MPCA offices in St. Paul and Brainerd.

The MPCA will provide a written response to all formal comments submitted during the public notice period, and any needed revisions will be incorporated into the EIS. The final EIS will be presented to the MPCA Citizens’ Board for a decision. The date of the Citizens’ Board presentation will be announced in advance.
