MPCA Budget at a Glance

The Minnesota Pollution Control Agency authorized budget for fiscal years 2012 and 2013 is $362.8 million. The sources of funding for the MPCA's spending over the next two fiscal years come from six fund categories as illustrated in the graph below. Dollars allocated to the agency from the Clean Water Amendment are represented by the Clean Water fund category.

Sources of Funding for MPCA Budget

  • Appropriation from General Fund is 3%
  • Environmental Fund is the largest source of funding at about 37%
  • Remediation Fund at 18%
  • Federal Funds at 15%
  • Clean Water Funds at 13% (includes Clean Water Amendment)
  • Other 14% (includes miscellaneous special revenue sources)

Authorized Spending from Environmental Fund: $132.8 million

What money is deposited into the Environmental Fund?

  • Solid Waste Tax
  • Motor Vehicle Transfer Fee
  • Air fees, hazardous waste fees, water quality/stormwater permit fees
  • Landfill abatement fees
  • ISTS tank and license fees; pollution prevention fees; fines and penalties
  • Loan payments, loan interest and investment income

Authorized Spending from Remediation Fund: $67.0 million

What money is deposited or transferred into the Remediation Fund?

  • Transfer in from Environmental Fund: $42.0 million or 62.7% of resources
  • Transfer in from Petro Fund: $18.8 million or 28% of resources
  • Dedicated and non-dedicated receipts: include 25% of landfill abatement, dry cleaner fees, revenues generated by land program, and investment income

  • A portion of the funds collected from the Clean Water, Land and Legacy Amendment is dedicated to protect, enhance, and restore water quality in lakes, rivers, streams, and groundwater.
