The Small Business Environmental Assistance Program (SBEAP) helps Minnesota businesses maintain compliance with new and existing environmental requirements, reduce or eliminate the amounts of emissions and wastes generated, and reduce regulatory obligation. We provide:
- One-on-one, compliance assistance on the SBEAP Hotline at 651-282-6143 or 800-657-3938.
- On-site visits.
- Educational opportunities such as workshops, trainings, events, printed materials, and informational mailings.
- Pollution prevention (P2) and best management practice (BMP) assistance and referrals,
- Communication between the MPCA and businesses.
- Advocacy on behalf of businesses.
These services are free, non-regulatory, and impose no obligations.
Confidentiality: Business-specific information is held confidential from enforcement except in cases of imminent danger to human health and the environment.
Small businesses are generally defined as independently owned and operated businesses with fewer than 100 employees that are not major sources of waste or emissions.
Our focus is on compliance assistance, but there is a growing emphasis on going beyond compliance to get small businesses into a less burdensome regulatory process or out of the regulatory loop altogether. We actively promote pollution prevention, best management practices, environmental stewardship, and sustainability.

A local manufacturer was referred to the Small Business Environmental Assistance Program to see if they would be eligible for the no exposure exclusion from the Industrial Stormwater permit. SBEAP staff conducted a site visit to identify possible stormwater pollution sources, then recommended that the company paint some rusting beams, follow loading and unloading best management practices, void their current ISW permit, and apply for the no exposure exclusion. The manufacturer was able to eliminate the annual $400 stormwater permit fee, plus the cost of staff time for recordkeeping and future monitoring costs that would be required by the permit. In total, achieving the no exposure exclusion will save the company approximately $5,800 over the 5-year permit term.
