Wastewater and Stormwater — Financial Assistance


Minn. Rule Chapter 7077 Amendments: MPCA is in the process of amending the provisions that affect the stormwater portion of the program,  These amendments are targeted for completion by June 2012.

Clean Water Revolving Fund — Wastewater and Stormwater

The Clean Water Revolving Fund, also known as the Clean Water State Revolving Fund or simply SRF, is established under the Federal Clean Water Act and state law to make loans to for both point source (wastewater and stormwater) and nonpoint source water pollution control projects. The PFA prepares an annual Intended Use Plan (IUP) based on a Project Priority List developed by the MPCA. The IUP describes the projects and activities eligible for funding during the state fiscal year.

Project Priority List Schedule for the Clean Water Revolving Fund Minn Rule Ch 7077

The Project Priority List (PPL) is prepared by the MPCA according to Minnesota Rules Chapter 7077. The PPL determines funding priorities for the SRF Loans, WIF Grant or Loan, TMDL Grant, Phosphorus Reduction Grant, the Small Community Wastewater Treatment Grant or Loan and other state or federal financial assistance programs. Project rankings on the PPL are also considered by other funding agencies when making their project funding decisions.

  • Projects that seek funding off of the 2012 IUP must submit plans and specifications to MPCA by March 28, 2012. Final 2012 Intended Use Plan details available on the Public Facilities Authority Web site.

Application Materials for PPL

Local governments wishing to get projects ranked on the PPL must submit an application and scoring worksheet. Projects to serve unsewered areas must also submit their Unsewered Area Needs Documentation Part 1 in the format required by the MPCA.

Clean Water Revolving Fund Minn Rule Ch 7077 Administrative Forms

Wastewater Infrastructure Fund

The Wastewater Infrastructure Fund (WIF) program provides supplemental assistance in the form of grants and deferred loans to local governments for high cost, high priority wastewater projects. The program works in conjunction with the U.S. Department of Agriculture’s Rural Development grant and loan program, or in conjunction with financing from the Clean Water Revolving Fund. Projects must be ranked on the MPCA’s Project Priority List to be eligible for WIF funds.

Total Maximum Daily Load (TMDL) Grants

The Total Maximum Daily Load grant program provides grants to units of local government to assist with the cost of wastewater treatment or stormwater projects necessary to meet wasteload reduction requirements under TMDL implementation plans prepared and approved under the federal Clean Water Act.

Phosphorous Reduction Grants — Wastewater and Stormwater

The Phosphorus Reduction Grant program provides grants to units of local government for the capital costs of wastewater treatment projects or portions thereof that will reduce the total discharge of phosphorus from the facility to one milligram per liter or less.

Small Community Wastewater Treatment Loans and Grants

The Small Community Wastewater Treatment Program provides funding to help communities replace non-complying septic systems and straight pipes with new individual or cluster subsurface sewage treatment systems (SSTS) that will be publicly owned, operated and maintained.
