Septic System Tank Installation Fee
The Minnesota Legislature passed a bill in the 2003 Session that requires Individual Sewage Treatment System (ISTS) installers to pay a $25 fee for each septic system tank they install on or after July 1, 2003. "Septic system tank" means any covered receptacle designed, constructed and installed as part of an individual sewage treatment system.
Installers must remit the total number of fees collected through the end of the calendar year to the Minnesota Pollution Control Agency (MPCA) by January 30th of the following year. All fee submissions must be accompanied by an MPCA tank fee submission form.
The money generated by the fees will be used by the MPCA to increase the level of service we provide to ISTS professionals. The law directs the MPCA to increase activity in the areas of:
- new technology review,
- technical assistance for local governments,
- training individual sewage treatment system professionals,
- program planning,
- enforcement under Minnesota Statutes, sections 115.55 to 115.58, and
- two special projects.
All fee submissions must be accompanied by an MPCA tank fee submission form (available below), which includes an area for recording the number of tanks installed as well as the local permitting office(s) associated with those tanks, for example, a county or municipal permit office.
