Lake Pepin Watershed TMDL - Work Groups


Several work groups have been organized to assist the MPCA in developing and implementing the Lake Pepin Watershed TMDL. Work groups provide various levels of input and have specific roles and responsibilities. The following factsheet provides additional information:

Additional work groups and/or subgroups may be formed to address specific aspects of the Lake Pepin project. The Project Schedule provides a brief synopsis of expected work group involvement at various points throughout the process.

Stakeholder Advisory Committee

Roles and Responsibilities

The Stakeholder Advisory Committee is a team of 42 people from around the state representing various organizations. The group helps shape the Lake Pepin TMDL by participating in the development of the Lake Pepin TMDL Work Plan, choosing potential members of the Science Advisory Panel, reviewing contractor proposals based on the completed work plan, and making contractor recommendations to the MPCA. In addition, the Stakeholder Advisory Committee assists with the TMDL by providing information concerning pollutant sources and recommendations relating to load allocations and related policies. The Stakeholder Advisory Committee has input throughout the TMDL process, from work plan development to study to implementation.

Science Advisory Panel

Roles and Responsibilities

The Science Advisory Panel assists the Stakeholder Advisory Committee and the MPCA in selection of quantitative modeling approaches for the Lake Pepin TMDL. The Panel also responds to scientific questions raised by the Stakeholder Committee and/or the MPCA throughout the term of the project. Whenever possible, the Science Advisory Panel responds to questions with a consensus opinion. If unable to reach consensus, they explain the lack of agreement or lack of clarity in the science. The Science Advisory Panel develops sub-groups as needed to examine and make recommendations regarding specific scientific, technical and/or socioeconomic issues.

River Basin Teams

Roles and Responsibilities

The Lake Pepin watershed includes five major basins: the Minnesota River Basin, the Upper Mississippi River Basin (upstream of the Anoka dam), the St. Croix River Basin, parts of the Lower Mississippi River Basin (including the Vermillion and Cannon River Watersheds) and the Metro Region (urban and suburban land draining to the Mississippi River from Anoka, Minnesota to Prescott, Wisconsin). The Lake Pepin TMDL will establish load and wasteload allocations for each of these areas. Basin Teams, led by MPCA Basin Coordinators, will provide input at specific points in the process.
