TMDL Information for Consultants and Contractors
The existing Master Contract to provide technical services for projects under the MPCA’s Impaired Water and Stormwater Programs has expired. See below for more information regarding a new Request for Proposal (RFP) for its reissuance.
Professional and technical services provided by contractors range from simple analyses to rigorous solutions using state-of-the-art field methods. The services are performed under a Master Contract established by the MPCA.
Master Contract
Request for Proposal
The existing Master Contract for Impaired Waters and Stormwater Programs expired on January 29, 2010. The MPCA is in the process of establishing a new Master Contract to provide a wide range of professional and technical services for Watershed Restoration (TMDL) and Protection projects.
A RFP to provide these types of services was public noticed in the March 1, 2010, issue of the
Minnesota State Register.
Please check this notice for further information on how to receive a copy of the RFP. Please direct all your questions regarding the Master Contract to the staff contact listed on the notice. The RFP will only be available as instructed in the State Register notice.
Current Pre-approved Consultants in the Pool
As noted above, the MPCA is in the process of establishing a new pool of contractors - see information on the RFP above - to provide a wide range of professional and technical services for Watershed Restoration (TMDL) and Protection projects. A consultant pool will be reestablished under the new Master Contract after the completion of the proposal solicitation and evaluation process. The names of those pre-approved consultants will be posted on this website after the process is completed.
Funding Information
Currently, funding for the scope of services will be provided primarily by the State Clean Water, Wildlife, Cultural Heritage and Natural Areas Amendment. Federal funds obtained by the State from the EPA and other sources may also be used to perform services, in whole or in part, under this new Contract. Use of federal funds is subject to the federal terms and conditions, which may change depending upon the funding source. The total amount of money available for this RFP and Contracts over the Contract period (Contract period with extensions) is approximately $10,000,000.00. No payment shall be made except for work authorized by Work Orders from the state. No minimum payment is guaranteed by the State. A Work Order may also be issued utilizing public funds or funds other than the funds available from the State Clean Water, Wildlife, Cultural Heritage and Natural Areas Amendment. However, prior written approval from the State’s Authorized Representative is required and the State’s Authorized Representative for this Contract has sole discretion on when this option is available.
RFPs Issued for Work Orders
When available, the RFPs issued by the MPCA under the Master contract for Watershed Restoration (TMDL) and Protection Projects will be provided only to the pre-approved contractors. Only contractors on the MPCA pre-approved list under the new Master Contract are eligible to submit a level of effort proposal.
