Housekeeping rulemakings
The MPCA administers programs that are governed by 45 chapters of rules. The MPCA periodically conducts a “housekeeping” rulemaking to make minor corrections and clarifications to the rules or to repeal rules that have become obsolete. The MPCA is currently conducting two separate housekeeping rulemakings; one to make minor changes to rules that govern the MPCA’s water-related programs and one to make minor changes to the rules that govern the MPCA’s administrative and land programs. None of the changes are expected to be controversial or create new regulation.
Water Housekeeping Amendments
The MPCA is considering minor corrections to rules governing the following water-related program areas:
- Sewage Sludge Management in Minnesota Rule chapter 7041. (considering changes to correct errors, clarify existing requirements and update reference materials.)
- Aquaculture variances in Minnesota Rule chapter 7053 (considering changes to repeal all of the obsolete requirements relating to the process for obtaining a variance for aquaculture facilities.)
- Clean Water Partnership grants in Minnesota Rule chapter 7076 (considering changes to the process for providing notification of grant availability to allow for the use of alternatives to publication in the State Register.)
- Subsurface Sewage Treatment System Requirements in Minnesota Rule chapters 7080, 7081, 7082 and 7083 (considering changes to correct errors and clarify existing requirements.)

Land Housekeeping Amendments
The MPCA is considering minor corrections to rules governing the following land-related program areas:
- Permit and Administrative requirements in Minnesota Rule chapters 7000 and 7001.
- Solid Waste in Minnesota Rule chapter 7035
- Hazardous Waste Minnesota Rule chapter 7045
- Solid Waste Processing Facility Grants in Minnesota Rule chapter 9210 and 9255 (considering changes to the process for providing notification of grant availability to allow for the use of alternatives to publication in the State Register.)
- Certificate of Need in Minnesota Rule chapter 9215 (considering changing an incorrect cross-reference)
