Integrated solid waste management
Solid waste planning activities have helped the state develop an integrated waste management system that has recycled materials, conserved and recovered resources, and reduced dependence on land disposal of waste. Through state policy and county plans, local and regional programs have been developed for solid waste reduction, recycling, and the management of yard wastes, problem materials, and construction and demolition wastes.
Policy analysis, research, and evaluation contribute to Minnesota's efforts to reduce waste, prevent pollution, and recover resources from waste.
Comprehensive reports identify emerging issues and provide direction for future policies and programs. The agency also responds to legislative requests on specific topics.
The Integrated Solid Waste Management Stakeholder Process (2009) was built around a 17-member work group that included representatives from environmental groups, waste management industry, and local units of government. Strategies developed by the work groups focus on reducing waste and increasing recycling and composting rates.
Solid Waste Policy Report
The biennial Minnesota Solid Waste Policy Report provides an analysis of the status of the state's solid waste system, and makes recommendations regarding Minnesota's waste management policies, system improvements and research.
Minnesota MSW Composition Study: A study of discards in the state of Minnesota
Minnesota has established itself as a national leader in the responsible management of municipal solid waste — MSW or "garbage." Yet Minnesota businesses and residents threw away nearly 3 million tons of MSW in 1998. The Statewide MSW Composition Study is a detailed examination of what Minnesotans throw away as garbage. Rule change
Review of and amendment of parts of the Minnesota Rules that govern the development, adoption, and implementation of solid waste management plans in Greater Minnesota began in January 2005.
Looking back
Minnesota's solid waste system is ever-evolving and under review. Here are some of the past working groups that have consulted on the state's efforts to address waste management in Minnesota.
Solid Waste Advisory Committee (2002) was originally appointed for meetings from October 2001 to January 2002 to explore and develop solutions to address the state's growing waste stream in a manner that is sustainable and protective of the environment.
Solid Waste Technical Advisory Work Group (2001) met from March to June 2001. They evaluated Minnesota's solid waste system, identifying barriers to implementing a totally integrated solid waste system and possible solutions. Their recommendations were passed on to the state Solid Waste Advisory Committee.
