Beverage Container Stewardship Initiative for Minnesota and Wisconsin
In 2008-2009, the Minnesota Pollution Control Agency (MPCA) and Wisconsin Department of Natural resources worked together in hopes of obtaining a voluntary product stewardship agreement with the beverage industry to arrange for the recycling of beverage containers and ensure an 80 percent recycling rate of these containers by 2012.
The MOU process was modeled on established negotiated agreements: National Carpet Recycling Agreement (2002), the National Memorandum on Product Stewardship for Paint, and the National Vehicle Mercury Switch agreement (2006).
A variety of components were discussed, including expanded collection opportunities, enhanced outreach and education, and innovative incentive programs. See the 2007 Solid Waste Policy Report: Policy Area 3B (Feb. 2008).
