Air Emission Inventory Forms and Instructions


If you are an owner or operator of a permitted air quality facility, you are required to submit an annual air emission inventory. The emission inventory rule is found in Minn. R. 7019.3000. The submittal of an annual inventory is a requirement of your air quality permit. Submission of this information by April 1 of each year is required by Minn. R. 7019.3000, and Minn. Stat. 116.091, subd. 1 and 116.07, subd. 9.

Facilities with a registration Option B or a nonmetallic general permit must complete the appropriate form and return the inventory report by April 1, 2012, to Nate Edel at:

Large Inventory Type Permit holders and facilities with registration Option C or Option D permits are to submit the 2011 EI using the MPCA e-Services electronic reporting website. Instructions for creating an account and for getting started with electronic inventory reporting are available below. Forms and Instructions

To ensure the integrity of the legal certification on the inventory forms, an editable format, such as MS Word is not offered.

Particulate Matter Emission Factor Updates from U.S. EPA for Natural Gas, Process Gas and LPG

Particulate matter emission factors for natural gas, process gas and LPG have been revised by Roy Huntley of the EPA. The reason for this adjustment is that the EPA believes that the current AP-42 factors for condensable PM emissions are too high.

The electronic emission inventory reporting website (e-Services) will perform calculations using the revised EPA emission factors from Roy Huntley as the default emission factors. The unrevised emission factors will still be available in AP-42/WebFIRE. Please select the link below based on your facility’s air permit type to reference the updated emission factors.

Minn. Stat. 116.925 Mercury Emissions Forms

The Mercury Emissions Consumer Information Act of 1997 requires that certain persons that make or sell electricity in Minnesota file an annual report of mercury data to the Minnesota Pollution Control Agency (MPCA). The mercury requirement can be found in Minn. Stat. 116.925.

Facilities that provide electric energy at retail in Minnesota from electricity generated outside of Minnesota may report their mercury emissions using the following template.
