Air Toxics Emission Inventory (ATEI) Reporting
The Minnesota air toxics emission inventory includes the 187 Hazardous Air Pollutants (HAPs) listed in Section 112(b) of the Clean Air Act, plus additional pollutants that have been identified as significant contributors to the contamination of the Great Lakes, and pollutants monitored in Minnesota's environment. The MPCA collects data on air toxics emissions every three years. The list of air toxics can be found on the Pollutant Categories for Specific Groups of Compounds page.
If your facility is required to keep records of HAP emissions as a condition of its permit, then you must submit HAP emission data. If your facility is not required to keep HAP emission records, then you are strongly encouraged to join the majority of individual air permit holders and submit air toxics emission data voluntarily. The MPCA will automatically calculate air toxics emissions from fuel combustion for all facilities that do not have site specific data.
Reporting Procedures
The MPCA is transitioning to a new air emissions inventory data management system (CEDR) that consolidates its current criteria, air toxics and greenhouse gas inventories. The key feature of this system will be electronic reporting. Large Inventory Type Permit holders and facilities with registration Option D permits are required to submit air toxics emissions for the 2011 EI using the MPCA’s e-Services electronic reporting website. Facilities with a registration Option B, Option C or a nonmetallic general permit are not required to report air toxic emissions.

Minn. Stat. 116.925 Mercury Emissions Forms
The Mercury Emissions Consumer Information Act of 1997 requires that certain persons that make or sell electricity in Minnesota file an annual report of mercury data to the MPCA. The mercury requirement can be found in Minn. Stat. 116.925.
Facilities that provide electric energy at retail in Minnesota from electricity generated outside of Minnesota may report their mercury emissions using the template available at the bottom of the Air Emission Inventory Forms and Instructions page.
