Interagency Pollution Prevention Advisory Team
IPPAT is a group of representatives from state agencies that cooperate in the execution of the Governor's Executive Order "Strengthening State Agency Environmental, Energy and Transportation Sustainability," with a focus on minimizing solid waste and preventing pollution. The group meets four times each year to share information and offer case studies on pollution prevention, including waste reduction and resource conservation. IPPAT is chaired and coordinated by the Minnesota Pollution Control Agency.
IPPAT was established by an executive order from Governor Arne Carlson. Each Governor since, has renewed or established an executive order continuing IPPAT's work. In April 2011, Governor Dayton signed EO 11-13 , Strengthening State Agency Environmental, Energy and Transportation Sustainability and revising the responsibilities for the Interagency Pollution Prevention Advisory Team.
Team members
The team includes, but is not limited to, representatives of the departments of Administration, Agriculture , Commerce, Education, Health, Human Services, Military Affairs, Natural Resources, Public Safety, Public Service and Transportation. The team shall also include representatives from the Office of Enterprise Technology, Minnesota State Colleges and Universities, University of Minnesota, Minnesota Lottery, Board of Water and Soil Resources, Metropolitan Airports Commission, Metropolitan Council, Metropolitan Sports Facilities Commission and Metropolitan Mosquito Control Commission.
Goals, sustainability plan and resources
Each state agency will be developing an annual sustainability plan. From this plan, IPPAT will develop its work plan that addresses the goals in EO 11-13. All meetings will address ways to reduce waste, increase recycling and composting, prevent toxic pollution, reduce air pollution and increase solid waste compliance by state agencies. IPPAT is empowered under EO 11-13 to change the Model Sustainability Plan in subsequent years, from its original outline. The Model Sustainability Plan should include strategies for waste reduction, recycling and diversion; preventing toxic pollution; reducing air pollution; and compliance of county solid waste management plans.
Governor's Award for Excellence in Pollution Prevention
All state departments and agencies are encouraged to apply for the annual Governor's Award for Excellence in Pollution Prevention, as authorized by Minn. Stat.§ 115D.06. Awards are given to those governmental institutions that demonstrate a superior commitment to waste and pollution prevention, source reduction and resource conservation.
