St. Paul, Minn. ― The Minnesota Pollution Control Agency (MPCA) is inviting comments on an Environmental Assessment Worksheet (EAW) and draft solid waste permit for the Shamrock Recycling and Transfer facility in Blaine, Minn. The 30-day public comment period ends Oct. 3, 2012.
The Shamrock facility currently accepts construction and demolition waste, recyclable materials, nonhazardous industrial waste and yard waste, and is permitted to accept 500 tons per day. The company is proposing to amend its permit, which would allow the facility to also accept municipal solid waste and single-stream recycling material, and increase its capacity to 700 tons per day.
An EAW is a preliminary review of how a proposed project could potentially affect the environment. Comments on the EAW should be submitted in writing by 4:30 p.m. on Oct. 3, 2012, to Steve Sommer, MPCA, 520 Lafayette Road N., Saint Paul, MN 55155-4194, or by fax to 651-297-2343.
The MPCA will use the comments on the EAW to evaluate the potential for significant environmental effects from the project and determine whether an Environmental Impact Statement, a more comprehensive environmental review, is needed.
