MPCA Seeks Public Comment on Proposed Changes to State Superfund Priority List

St. Paul, Minn. -  The Minnesota Pollution Control Agency (MPCA) wishes to remove two sites, delist part of one site, and add six sites to Minnesota’s State Superfund Priority List.  The agency’s proposal to change its list of Superfund sites was published in the “State Register” on Jan. 25, 2010.  (See page 1025 at www.comm.media.state.mn.us/bookstore/stateregister/34_30.pdf.)

For the sites proposed for deletion or delisting from the State Superfund Priority List, the MPCA has determined that all cleanup actions have been completed or the sites do not pose a threat to public health or welfare or to the environment.

The two sites that the MPCA proposes to remove from its list of Superfund sites are the Fridley Park Commons Well Field Site in Fridley and the Trio Solvent Site south of Rush Lake and east of Long Lake in New Brighton.  In addition, the agency wants to delist the Duluth Air National Guard landfill at the Duluth Air Force Base, now part of Duluth International Airport.

The six sites that the MPCA proposes to add to the list of Superfund sites include the St. Louis Park Chlorinated Solvent Plume site in Hennepin County; the Former Hmong American Shopping Center/Pilgrim Cleaners site, 1900-1980 57th Ave. N., in Brooklyn Center; the Southview Boulevard site, location of a former dry cleaning facility at 1003 Southview Blvd. in South St. Paul; the Capri Beauty Salon site at 15  4th St. NW. in Byron; the Centerville Road Dump in White Bear Township, Ramsey County; and the Former Brainerd Foundry site, at 810 S. 10th St. in Brainerd.

The first five sites that are proposed additions to the State Superfund Priority List are ones where groundwater contamination or vapor intrusion into buildings is a problem.  Lead-contaminated soil is the problem at the sixth site, the former Brainerd Foundry.   The MPCA must add these sites to the State Superfund Priority List to be able to access state funding to clean them up.

The MPCA invites the public to submit written comments on these proposed changes to Minnesota’s State Superfund Priority List.  Written comments must be received no later than 4:30 p.m. on Feb. 26, 2010.  They should be sent to Gary Krueger, Remediation Division, MPCA, 520 Lafayette Road N., Saint Paul, MN 55155-4194.

Anyone may submit a petition to the commissioner of the MPCA requesting that the MPCA Citizens’ Board either accept or amend the proposed changes to the Superfund List.  Petitions must be received by Gary Krueger by 4:30 p.m. on Feb. 26, 2010.  Persons who have questions about the process may call Krueger at 651-757-2509.
