MPCA Seeks Comments on Environmental Review and Permit for Roseville Asphalt Facility

Saint Paul, Minn. — The Minnesota Pollution Control Agency (MPCA) is seeking comments on an Environmental Assessment Worksheet and an air permit for the proposed Bituminous Roadways asphalt plant in Roseville. Public comment periods for the draft EAW and air permit run from July 12 through Aug. 11, 2010. 

A public information meeting on these draft documents will be held on Thursday, July 29, 2010, at 6:30 p.m. at the Roseville City Hall, located at 2660 Civic Center Drive. The event will take place in the City Council chambers. The MPCA will provide information about the project’s draft air permit and environmental review staff will be available to answer questions about the EAW. 

Bituminous Roadways Inc. is proposing construction of a new asphalt plant at the southeast corner of Terminal Drive and Walnut Street, within an existing industrial district in the city of Roseville. The new facility would be constructed within an existing industrial district and would include an asphalt plant, storage piles, a periodic crushing operation, liquid asphalt storage, a laboratory and maintenance building, and a future rail spur. 

Copies of the EAW will be available for review at the MPCA offices in St. Paul, 520 Lafayette Road N. and will be on the Web at www.pca.state.mn.us/news/eaw/index.html. Individuals with questions about the EAW should contact Kevin Kain at 651-757-2482. Comments on the EAW must be submitted in writing to Kevin Kain, MPCA, 520 Lafayette Road N., Saint Paul, MN, 55155-4194, or by e-mail to kevin.kain@state.mn.us.

Copies of the air permit and related information will also be available for viewing at the MPCA office in St. Paul. The air permit information will also be available on the Web at www.pca.state.mn.us/news/data/index.cfm?PN=1. Persons who have questions about the air permit should call Tarik Hanafy at 507-757-2404. All comments must include a statement of your interest in the EAW, a statement of the action you wish the MPCA to take, including references to specific sections, and specific reasons supporting your position. They must be submitted to the MPCA in writing by 4:30 p.m. on Aug. 11, 2010. 

The MPCA will use these comments to evaluate the potential for significant environmental effects from the project, to decide if a more comprehensive environmental review is needed, to decide if additional permit requirements are necessary, and/or whether a contested case hearing for the permit is warranted.
