St. Paul, Minn. - The public is invited to comment on an Environmental Assessment Worksheet (EAW) prepared by the Minnesota Pollution Control Agency (MPCA) that would allow a Minneapolis transfer facility to accept municipal solid waste. The transfer facility is currently permitted to handle construction and demolition waste as well as yard waste.
The transfer facility is operated by SKB, a subsidiary of Carl Bolander and Sons Co. The facility is located at 630 Malcolm Ave. in Minneapolis. The public is invited to comment on this EAW from Nov. 21 through Dec. 21, 2005.
Carl Bolander and Sons Co. is seeking approval to accept 156,000 tons (468,000 cubic yards) of municipal solid waste per year. The facility is permitted to accept 318,500 cubic yards of construction and demolition waste and 40,000 tons of yard waste per year. No changes to the site are proposed as part of the request for additional transfer capacity.
Commercial waste hauling companies and home owners could deliver yard waste, construction and demolition debris, as well as municipal solid waste to the facility on a daily basis. This facility would not be allowed to accept or process hazardous waste including household hazardous waste.
The EAW, a preliminary environmental review looking at how a proposed project could potentially affect the environment, is open to a 30-day public review and comment period. Comments on the proposed transfer facility should be submitted in writing by 4:30 p.m. on Dec. 21, 2005, to Susan Heffron, MPCA, Regional Division, Environmental Review and Operations Section, 520 Lafayette Road N., St. Paul, MN 55155-4194 or by fax to (651) 297-8676.
The MPCA will use these comments to evaluate the potential for significant environmental effects from the project and determine if an Environmental Impact Statement (a more comprehensive environmental review) is needed.
