Brainerd, Minn. -- The Minnesota Pollution Control Agency (MPCA) has prepared a draft Environmental Assessment Worksheet on a proposal to expand the existing landfill gas-to-energy plant at the Elk River Landfill in Sherburne County. The draft EAW will be open for public comment from Nov. 7 to Dec. 9.
In addition to the EAW, the MPCA has drafted modifications to the air emission permit for the proposed project. The modified permit will be available for public comment concurrently with the EAW. Written comments on the EAW and draft air permit will be accepted until 4:30 p.m., Friday, Dec. 9, 2005.
The proposed expansion will include adding an internal combustion engine generator to the landfill's gas-to-energy plant. Currently the plant uses landfill gas to fuel three such systems to produce electricity for Elk River Municipal Utilities. The new system will be installed within the existing plant building at the landfill, with no new construction needed.
Comments on the proposed project and the draft air permit should be submitted in writing by 4:30 p.m. on Dec. 9, to Debra Moynihan, MPCA, Regional Division, Environmental Review and Operations Section, 520 Lafayette Rd.
